Four blinkers from the cargo truck attached to the base of each corner's tower.

Blinking was synchronized to make the light go on and off simultaneously.
The institution building was in a bad shape.
The blinkers made it appear as if it was a giant broken vehicle suspended in time on the side of the road.
A small paper model with tiny blinking lightbulbs was displayed inside of the gallery.
